Is this website’s CSS really that old?

Recently I’ve stumbled upon a website that basically looks really outdated. That’s mostly due to the browser I’m using, but I was wondering if this was the same with any browser.
As you can see, it’s very simple, the logo is the same, the footer is the same, the menu is the same, etc… Almost everything is the same.

I was on a Mac when I saw it. I wasn’t sure if it was the site’s style, but I still wanted to give it a try.
